No Water Moratorium for CCSD Attorney

Did you know that in May 2004 when the CCSD Board hired it’s current District Counsel in addition to his $10,106.00 monthly salary (which increased at the rate of 5% per year) he received the right to a free water meter?  More specifically, his contract read as follows:

“Employee shall receive the following benefits:  To encourage Employee to reside locally and remain employed for the term of this agreement, a housing incentive of a non-transferable intent to serve letter for Employee’s single-family residential lot.” 

In November 2007 the District Counsel retired from his employee status and was immediately hired as a contract attorney at approx. $100,000 per year for 1/2 time services.  Now he has decided that he is not going to build on his lot so he has the lot AND THE WATER RIGHTS up for sale.  When I brought this matter to the attention of one of the current CCSD Directors seeking support for stopping any transfer of the intent to serve letter his comment was that there are not three votes on the current Board from members that would be willing to address this issue.  Could the contract be any clearer?

    If its not about money why is the District’s counsel getting such a sweetheart deal? When I said elected officials should have a servant’s heart I did indeed have money in mind. It was my money and how it is spent by those officials. Its not their money to spend – its my money I elected them to spend on my behalf to do only the things I elected them to do.

    I cannot find exactly what I asked….BUT I think a “servants heart” is one that puts the needs of their “master” absolutely first. I elected our CCSD board to take care of business, which included hiring a attorney to handle Cambria CSD legal affairs. So, I guess we each spent money in order for the CCSD to do different things……because I am happy with Mr. Montandon and his work. The CCSD is serving all of us, not just YOUR wishes.

    The moratorium has vastly inflated the market value of a water meter. That makes it all too tempting for CCSD to use the promise of a meter as currency. In the BRP they propose to sell build now meters without a wait to pay for part of the cost of retiring lots.
    As for the district counsel, CCSD has so many legal problems that it needs a full time attorney. Why? Because of the moratorium. There is not enough money to pay a qualified person, so they give in to the temptation and pay in water connections.
    So the moratorium can be blamed for this whole complaint.

    As for the fairness of awarding Montandon a water meter, you just need to look at what the market rate is for an attorney with his resume and see what they get paid. Add the salary they are actually paying him plus the value of the meter divided by his years of service and compare to what he’s worth on the market. If you have not done this math then you have no grounds for complaing about the deal.

    As a member of the wait list, I am not real keen on the idea of CCSD manufacturing meters that are not subject to a wait list and giving them out to save themselves cash. Who are they saving this cash for? YOU! You residents of Cambria who will not pay you own way.

    If the current CCSD Board cared about the people of this community, fairness and what is right things like this would not be allowed to go on. Government workers and the lifetime employment promises are bad for the people who depend on government services and the CCSD Board make it even worse by giving away hundreds of thousands of dollars in government water special deals. Shame on them and shame on us if we re-elect any of them this November.
